I appear to be having this exact same issue and the suggestions within this thread thus far have not proved helpful.
I too tried the v1.3 firmware and the RPi clearly says this is not compatible.
There needs to be a v1.5 to support these, apparently, slightly newer boards, that or some work around that can be provided to users who've paid for a license.
If this cannot be made to work with an RPi4, then how does one go about obtaining a refund?
